NAIROBI – In a prestigious ceremony underscoring the government’s recognition of the legal profession’s role in national development, President William Ruto has conferred the esteemed rank of Senior Counsel upon 54 distinguished advocates. The mass investiture, one of the largest in recent memory, was executed through Gazette Notice No. 18138 published in a Special Issue of The Kenya Gazette on December 10, 2025.

The list of honorees reads as a who’s who of Kenya’s legal and public service landscape, featuring prominent names from private practice, academia, and former public offices. Among the notable appointees are veteran lawyers like Ambrose Otieno Rachier, chairman of Gor Mahia FC; Patrick Loch Otieno Lumumba (Prof.), the fiery orator and former director of the Kenya School of Law; and Moses Masika Wetang’ula (Dr.), the current Speaker of the National Assembly and seasoned politician.

Also elevated are former Director of Public Prosecutions Noordin Mohamed Haji; former Chairperson of the Independent Electoral and Boundaries Commission (IEBC) Ahmed Issack Hassan; former Law Society of Kenya (LSK) presidents Nelson Andayi Havi and Eric Theuri Njem; and former Tourism Cabinet Secretary Mohammed Salim Balala. The list further includes eminent scholars like Kariuki Muigua (Prof.), Kivutha Kitwana (Prof.), and Muthomi Thiankolu (Dr.), highlighting the blend of practical jurisprudence and academic excellence being honored.

The conferment is made under the powers vested in the President by Section 17 (1) of the Advocates Act. The notice states the honor is bestowed “in recognition of the exemplary service rendered to the nation in the legal profession, and in honour of their esteemed contribution to law and development.” With this rank, the 54 advocates are now entitled to all the associated “precedence and privileges” of the dignity of Senior Counsel, a title that signifies the highest echelon of professional recognition for lawyers in Kenya.
