Health CS Duale Exposes Massive Fraud in SHA Fund

The Government of Kenya has sounded the alarm over a rising wave of fraudulent activities targeting the Social Health Authority (SHA) Fund. Health Cabinet Secretary (CS) Aden Duale issued a stern warning on Sunday, condemning the unethical behavior of certain health facilities, healthcare workers, and even patients, which he said is crippling the country’s effort to deliver universal healthcare.

In a powerful statement released by the Ministry of Health, Duale emphasized that any individual or institution found defrauding the SHA fund will face prosecution. “These actions are illegal, unethical, and a direct betrayal of the trust placed in our health system,” said Duale.

The SHA, a flagship program under the TaifaCare Initiative, was launched to ensure that every Kenyan has access to quality and affordable healthcare. With increasing public awareness and SHA registration on the rise, the program is gaining traction nationwide. However, the emergence of fraudulent practices now threatens its credibility and sustainability.


Alarming Trends Uncovered

According to Health CS Aden Duale, investigations by the Ministry of Health have unearthed six core types of fraud currently being committed:

  1. Conversion of Outpatient to Inpatient Claims: Some healthcare facilities are allegedly inflating claims by misclassifying outpatient visits as inpatient stays to increase reimbursements from SHA. “Any facility found engaging in this malpractice will be shut down immediately and prosecuted,” warned Duale.
  2. Forced Admissions: Reports show that some hospital managers are pressuring healthcare workers to admit patients unnecessarily. This practice is driven purely by the intent to inflate claims. Duale stressed that both individual healthcare workers and facility owners would be held personally liable.
  3. Misuse of Patient Access Codes: Patients are reportedly colluding with health facilities by sharing their SHA codes to enable multiple claims for services not rendered. This malpractice is not only unethical but constitutes criminal fraud.
  4. Abuse of Pre-Authorization Codes: Some doctors are sharing their SHA Pre-Authorization codes, allowing hospitals to access additional services fraudulently. Duale promised stiff penalties for medical professionals caught in this act, terming it a serious breach of trust.
  5. Admitting Non-Existent or ‘Ghost’ Patients: Certain facilities are reportedly admitting more patients than their physical capacity allows or even claiming for patients who do not exist. “This is clear fraud and will lead to immediate closure and legal action,” said the Health CS.
  6. Double Charging: A particularly egregious trend has emerged where patients are charged by both the SHA fund and also required to make out-of-pocket payments for the same services. “This is illegal. Patients must verify their charges using the Afyangu app,” the Ministry stated.

Government Vows Tough Measures

In the clearest indication yet of the government’s zero-tolerance policy, Duale said the Ministry has established a fraud detection and reporting mechanism through *147#, where Kenyans can report any suspicious activities involving SHA services.

“Fraud against the SHA fund undermines universal healthcare efforts and harms every Kenyan. We will not hesitate to take strong and swift action against any individual or institution found culpable,” declared Duale.

The Ministry’s stern message comes amid an aggressive campaign to promote SHA registration, especially in rural counties where healthcare access is still low. The government continues to urge citizens to register for SHA through digital platforms or visit local health centers to sign up.


SHA Registration Drive Still Ongoing

Despite these challenges, the SHA remains a critical part of Kenya’s vision for affordable healthcare. The ongoing SHA registration exercise is open to all Kenyan citizens, and the Ministry is leveraging community health volunteers and local leaders to mobilize the masses.

Duale emphasized that while fraud poses a serious threat, it should not derail the gains already made. “We are working around the clock to ensure the SHA is protected, efficient, and beneficial to every citizen. Registration remains the first step toward securing the health of our nation,” he added.


Public Encouraged to Use Afyangu App

The government is also urging patients to utilize the Afyangu app, which allows them to verify all services billed under their names. The app has become a vital tool in empowering patients and preventing fraudulent billing.

“The app allows you to see what services were claimed under your SHA profile. If you see any suspicious billing, report it immediately using *147#,” said an official from the Ministry’s Digital Health Directorate.

SHA System Designed for Transparency

The SHA system, under the TaifaCare Initiative, was designed with multiple safeguards to ensure transparency. With the inclusion of biometric verification and digital service tracking, the SHA aims to minimize human error and abuse.

However, Health CS Aden Duale admitted that technology alone is not enough. “Systems can be designed to be foolproof, but it is the people who must act with integrity. We are calling on all stakeholders—patients, doctors, and health facilities—to uphold the values of professionalism, honesty, and accountability,” he said.


Legal Consequences Await Offenders

In his concluding remarks, Duale sent a final warning: “Let this serve as a final warning. We will prosecute anyone defrauding the SHA fund—be it a facility, a worker, or a patient. We will not allow a few greedy individuals to sabotage the healthcare rights of millions.”

The statement has since drawn public attention, with many Kenyans taking to social media to praise the Health CS for his tough stance on corruption within the health sector.
