The Uganda Police Force has arrested a 20-year-old man accused of impersonating a military officer and posting inciting content on social media, as authorities intensify vigilance ahead of the 2026 General Elections.

According to an official statement shared on X (formerly Twitter) by police spokesperson @KawalaRachael, security agencies apprehended Musana Ivan following the widespread circulation of a video in which he appeared wearing a military jacket and making statements considered provocative and potentially destabilizing.

The video, which was uploaded to TikTok, quickly gained attention and raised public concern due to its content and the suspect’s apparent portrayal of himself as a member of the Uganda People’s Defence Forces (UPDF).


Police: Suspect Is Not a UPDF Officer

Preliminary investigations by security agencies have established that Musana Ivan is not a member of the UPDF, contrary to the impression created in the video. Police say the suspect deliberately falsely presented himself as a military officer, an act that constitutes impersonation of security personnel under Ugandan law.

Authorities noted that wearing military attire and making inciting statements can mislead the public, cause fear, and undermine national security—especially during a politically sensitive period.

“The suspect falsely presented himself as a UPDF officer while recording the video,” the police statement said, emphasizing that such conduct is a serious offense.


Arrest in Bukedea District

Following digital investigations and intelligence-led tracking, Musana was traced and arrested in Bukedea District. He was subsequently transferred to Kawempe Police Station, where he is currently being held as investigations continue.

Police confirmed that a case file is being prepared and will be forwarded to the Office of the Resident State Attorney for legal review and advice. This step will determine the specific charges to be preferred against the suspect and whether he will be arraigned in court.


Heightened Security Ahead of 2026 Elections

The arrest comes at a critical time as Uganda approaches the General Elections scheduled for 15 January 2026. With political activity expected to intensify, security agencies have increased monitoring of both physical spaces and digital platforms.

In recent years, social media platforms such as TikTok, Facebook, and X have become powerful tools for communication, mobilization, and expression. However, authorities say these platforms are increasingly being misused to spread misinformation, incitement, and fear.

Security experts warn that impersonation of military or police officers online can:

  • Encourage lawlessness or violence

The police stressed that no individual is allowed to wear military attire or present themselves as security personnel without authorization, regardless of intent.

Under Ugandan law, offenses related to impersonation, incitement, and misuse of military uniforms carry serious penalties, including possible imprisonment. Legal analysts note that cases involving national security concerns are treated with particular seriousness, especially during election periods.
