The Teachers Service Commission (TSC) is gearing up to deploy a fresh wave of Primary Teacher Education (PTE) teachers to junior secondary schools (JSS) in a strategic move aimed at addressing the acute teacher shortage in these institutions. This deployment will coincide with the historic transition of the pioneer JSS cohort to Grade 9 in January 2025.

December Mass Promotion Advert to Target Multiple Teacher Grades

TSC plans to release a highly anticipated mass promotion advertisement in December, offering promotions to various teacher grades that were excluded in recent announcements. While the most recent promotions focused on administrative positions such as senior teachers, deputy headteachers, and senior masters, this new batch promises to include long-overlooked P1 teachers.

Since 2019, TSC has used deployments to secondary schools as a form of promotion for primary school teachers who have upgraded their academic qualifications. This initiative has seen thousands of P1 teachers, equipped with diplomas and degrees, move to higher roles within the Competency-Based Curriculum (CBC) framework.

Deployment Milestones: 2019 to Present

  • 2019-2021: A total of 3,000 P1 teachers were deployed to secondary schools (1,000 annually).
  • 2022-2023: Approximately 8,378 teachers were deployed to support the inaugural CBC cohorts in JSS.
  • 2024: TSC has recruited 48,550 teachers in the past two financial years, comprising 39,550 interns and 9,000 permanent hires.

With these efforts, the total number of teachers deployed to JSS has reached 56,928.

20,000 Interns to Bolster JSS Staffing

Currently, TSC is recruiting 20,000 teachers on internship terms to bridge the staffing gap in JSS. However, meeting the qualifications for JSS teaching roles has proven to be a hurdle. TSC requires a bachelor’s degree in secondary education with a minimum KCSE grade of C+ and at least C+ in two teaching subjects.

TSC May Lower Academic Thresholds

To counter the severe teacher shortage, TSC has hinted at relaxing the academic requirements for deployment to JSS. School heads have been tasked with providing detailed data on these teachers, including their KCSE performance, academic specialization, and teaching subjects.

  • Proximity to current stations will be prioritized to minimize disruption.
  • Gender balance will be maintained.
  • Special Needs Education (SNE) teachers will be posted to specialized JSS.

Promotions Based on Academic Credentials

The December promotions will also elevate teachers based on their qualifications:

  • B5 and C1 Grades with Diplomas: Promoted to Grade C2.
  • C2 Grade with Degrees: Promoted to Grade C3.
  • C3 and Above with Degrees: Promoted with deployment letters.

Following the deployment exercise, TSC will rationalize staffing in primary schools within 14 days to ensure uninterrupted teaching and learning.
