In a harrowing series of events, Kenya has been rocked by a wave of tragic road accidents in recent weeks, claiming numerous lives and leaving many injured. The latest incidents, including a devastating collision involving a Kenyatta University bus and a truck in Voi, have sent shockwaves across the nation. The toll of these accidents is immeasurable, with families left to mourn the loss of loved ones and communities grappling with the aftermath.

Transport Cabinet Secretary, Hon. Kipchumba Murkomen, has issued a heartfelt statement expressing condolences to the affected families and emphasizing the urgent need for action to address the root causes of these tragedies. With investigations underway to determine the factors contributing to these accidents, the Ministry is committed to implementing remedial measures to prevent further loss of life.

Key among the Ministry’s initiatives is the development of comprehensive regulations aimed at tackling both behavioral and mechanical risks on the roads. These regulations cover various aspects, including drunk driving, operation of heavy commercial vehicles, and motor vehicle inspection. By addressing these critical areas, the Ministry aims to enhance safety standards and minimize the occurrence of accidents.

Additionally, the Ministry has finalized the drafting of School Transport Rules, designed to better regulate the transportation of children and enhance safety measures. These rules encompass provisions such as the use of telematic technology for monitoring vehicle movements, mandatory safety features in school buses, and the introduction of school vehicle attendants. By prioritizing the safety of young passengers, the Ministry is taking proactive steps to protect vulnerable road users.

In collaboration with the National Treasury, the Ministry is advancing a Public Private Partnership arrangement to implement innovative road safety measures, including instant fine systems, demerit point systems, and speed enforcement cameras. These initiatives, already undergoing piloting across the country, aim to improve compliance with traffic laws and deter risky behavior on the roads.

Furthermore, the establishment of the Kenya Transport Accident Investigation Bureau marks a significant milestone in enhancing accident investigation and prevention efforts. With a mandate to independently investigate transport-related accidents, the Bureau will play a crucial role in identifying underlying causes and recommending measures to mitigate risks.

In issuing directives for enhanced enforcement of road safety laws, Murkomen underscores the importance of collaboration between the National Transport and Safety Authority (NTSA) and the National Police Service (NPS). By reinstating joint enforcement efforts, the Ministry aims to ensure greater efficiency in enforcing traffic safety measures and holding violators accountable.

Other directives include the implementation of driver re-testing and medical testing measures to ensure that only medically fit drivers are licensed to operate vehicles. Additionally, a crackdown on unroadworthy vehicles and those not integrated with intelligent road safety management systems will further bolster efforts to improve road safety.
