In a bold move to tighten tax compliance and seal revenue leakages, the Kenya Revenue Authority (KRA) is set to integrate its monitoring operations with four critical government systems: IFMIS, iTax, GHRIS, and the Central Bank’s payment system.

The strategic integration aims to boost real-time oversight of all payments made to suppliers and civil servants, a step expected to flag tax evasion cases and enhance accountability in public finance management.

The Integrated Financial Management Information System (IFMIS) will serve as the first checkpoint. This platform is designed to manage the entire public financial cycle — from budgeting and procurement to actual expenditure. Once fully linked with KRA, every payment processed through IFMIS will instantly reflect on tax systems, allowing KRA to detect any inconsistencies in supplier declarations.

Additionally, the iTax system will play a central role in the integration. iTax, a web-based platform developed by KRA, enables taxpayers to register, file returns, and make tax payments online. The interconnection between IFMIS and iTax will ensure that tax compliance is automatic — if a payment is processed, the corresponding tax must be filed.

The Central Bank of Kenya (CBK) will also be part of the loop. By linking KRA to CBK’s transaction monitoring system, the taxman will have visibility on financial movements related to public expenditure, providing an extra layer of surveillance against tax cheats who manipulate bank transactions to dodge the tax net.

Lastly, the Government Human Resource Information System (GHRIS), which houses all civil servants’ employment records, salary details, and appraisals, will empower KRA to cross-verify employment income declarations with actual payments.

This enhanced digital collaboration is expected to close loopholes long exploited by rogue suppliers and individuals who under-declare income or avoid taxes altogether. The Treasury believes the move will significantly improve tax collection and reinforce transparency in government payments.

This marks yet another step in Kenya’s aggressive digitization of public services, with KRA positioning itself as a key player in modern tax enforcement.
