The Teachers Service Commission (TSC) in Kenya has announced a career opportunity for the position of Director Human Resource and Development. The TSC, established under Article 237 of the Constitution of Kenya, 2010, is seeking qualified, experienced, result-oriented, and highly motivated Kenyans to fill this role.
To be eligible for the position, candidates must meet specific requirements. They should have served in the grade of Senior Deputy Director or Deputy Director, Human Resource/Development for a minimum of three years, or have eight years of experience in a comparable position. Additionally, candidates must hold a Bachelor’s degree in Human Resource Management or a related field like Social Sciences, Education, or Business Administration, along with a Diploma in Human Resource Management from a recognized institution. Other qualifications include being a Certified Human Resource Professional (CHRP-K), having a Master’s degree (an added advantage), being a member of the Institute of Human Resource Management (IHRM) in good standing, possessing a Human Resource Management Practicing Certificate from IHRM, completing a Leadership Course lasting at least four weeks from a recognized institution, meeting the requirements of Chapter Six of the Constitution, and demonstrating merit and ability in work performance.
The duties and responsibilities of the Director Human Resource and Development include interpreting, implementing, and ensuring compliance with Human Resource Policies and Procedures, developing and implementing Human Resources strategy, providing guidance on compensation and benefits, overseeing budget and procurement planning, executing performance management systems, undertaking human resource planning, ensuring risk management strategies and Audit recommendations are implemented, establishing partnerships for capacity building, overseeing training and development, managing employee relations, payroll administration, staff welfare schemes, pension management, and supervising employees for optimum performance.
The remuneration benefits for this position include a Basic Salary Scale ranging from Kshs.328,006 to Kshs.416,568, House Allowance of Kshs.60,000, Commuter Allowance of Kshs.20,000, Leave Allowance as provided in the TSC Secretariat, 30 working days of Annual Leave per calendar year, and Medical Cover as provided in the TSC Secretariat Medical Scheme. The terms of service for the Director Human Resource and Development role are a five-year contract renewable once subject to satisfactory performance.
