KNEC Opens Final Pathway to 2027 KCSE for Students Without KCPE Certificates
The Kenya National Examinations Council (KNEC) has announced a special opportunity for learners who intend to sit the 2027 Kenya Certificate of Secondary Education (KCSE) examination but do not possess a Kenya Certificate of Primary Education (KCPE) certificate.
In newly released guidelines, KNEC stated that affected candidates will be required to undergo a validation process and sit the KCSE Qualifying Test (QT), which is scheduled to take place in September 2026. The exercise aims to regularize candidates’ academic records and ensure they meet the eligibility requirements for registration for the 2027 KCSE examination.

Who Should Apply?
According to KNEC, the KCSE Qualifying Test is intended for individuals who do not have KCPE certificates or equivalent qualifications but wish to register for the 2027 KCSE examination.
The category also includes learners who missed the 2023 KCPE examination but were allowed to transition to secondary school through authorization from the Ministry of Education.
Heads of institutions have been directed to identify all Form Three learners in 2026 who lack KCPE qualifications and ensure they complete the validation process within the stipulated timelines.
The council emphasized that no candidate will be allowed to register for KCSE 2027 without first meeting these requirements.
Validation Requirements
Before registering for the Qualifying Test, applicants must submit documents to KNEC for validation.
The required documents include:
- An application letter.
- Primary school report cards or other proof of having attended primary school.
- Evidence of payment of a validation fee of KSh 3,480.
The validation process is designed to verify that candidates have attained the minimum primary education qualifications required to progress to the KCSE examination stage.
Registration for the KCSE Qualifying Test
KNEC has revealed that candidates who successfully complete the validation process will receive an official clearance letter authorizing them to register for the KCSE Qualifying Test.
The registration portal is already open and will close on July 30, 2026.
Prospective candidates are therefore being urged to complete validation and registration before the deadline to avoid missing the opportunity.
The examination will be conducted online in September 2026 at venues to be identified by County Directors of Education.
As has been the practice in previous years, registration and examination coordination will be managed at county headquarters.

- A letter from their school for regular candidates or from the Sub-County Director of Education for adult candidates.
- An equation letter from KNEC where applicable.
- A soft copy of a passport-size photograph.

The registration fee for the Qualifying Test has been set at KSh 3,000, payable through the eCitizen platform.
KNEC has also clarified that learners with foreign qualifications who are currently in Form Three may register for the test after their credentials have been equated by the council.
