EACC Flags Risks, Hands NSSF Major Systems Review Report

The Ethics and Anti-Corruption Commission (EACC) has presented a comprehensive Systems Review Report to the National Social Security Fund (NSSF), a move expected to significantly strengthen governance, accountability, and integrity in the management of Kenya’s social protection programmes.

The report was formally handed over at the NSSF Headquarters in Nairobi, marking a critical milestone in ongoing efforts to safeguard public resources and enhance service delivery within one of the country’s most important social security institutions. The review assessed NSSF’s systems, policies, and operational processes, with a focus on identifying weaknesses that could expose the Fund to corruption, fraud, or inefficiencies.

Speaking during the handover ceremony, EACC Commissioner Col. (Rtd) Alfred Mshimba emphasized that social protection institutions such as NSSF manage vast amounts of public funds, making them particularly vulnerable to corruption risks if robust controls are not in place.

“Social protection programmes are entrusted with significant public resources, and this creates opportunities for corruption and fraud if systems are weak,” Commissioner Mshimba said. “This Systems Review Report is intended to support NSSF in strengthening its internal controls and minimizing opportunities for corrupt practices in programme implementation.”

According to the EACC, systems reviews are a preventive anti-corruption tool aimed at identifying gaps before they are exploited. Rather than focusing on investigations or prosecutions, such reviews seek to improve institutional frameworks, promote transparency, and enhance ethical standards across public institutions.

The Commissioner further underscored the strategic importance of strong social protection systems in driving national development. He noted that effective and accountable management of institutions like NSSF is central to the realization of Kenya’s Vision 2030, the country’s long-term development blueprint.

“Social protection plays a critical role in economic stability and social development,” Mshimba stated. “For Kenya to achieve Vision 2030, institutions entrusted with citizens’ savings and benefits must operate with the highest standards of integrity, efficiency, and accountability.”

He reaffirmed EACC’s commitment to working closely with NSSF and other stakeholders to support the implementation of the report’s recommendations. The Commission, he added, will continue to monitor progress to ensure that identified weaknesses are addressed and that corrective measures translate into tangible improvements.

The Systems Review Report comes at a time when NSSF is undergoing a major transformation agenda, following reforms introduced under the NSSF Act, 2013, and increased public scrutiny over the management of pension funds and social security schemes.

NSSF Managing Trustee and Chief Executive Officer, Mr. David Koross, welcomed the report, describing it as a timely and valuable reference tool for the Fund’s ongoing reforms.

“We appreciate the EACC for conducting this comprehensive systems review,” Koross said. “The report will serve as a key guide in advancing our transformation agenda and strengthening governance, accountability, and service delivery at NSSF.”

Mr. Koross reaffirmed the Fund’s commitment to implementing the recommendations contained in the report, noting that NSSF has prioritized institutional reforms aimed at improving efficiency, transparency, and member satisfaction.

“Our focus is to build a modern, responsive, and accountable social security institution that meets the expectations of our members and stakeholders,” he added. “We are committed to strengthening our systems to ensure that members’ contributions are safeguarded and managed prudently.”

Industry observers note that collaboration between oversight bodies such as EACC and public institutions like NSSF is increasingly being viewed as a best practice in preventing corruption. By proactively reviewing systems and addressing vulnerabilities, institutions can reduce financial losses, improve public confidence, and enhance overall performance.

The EACC has in recent years intensified its preventive mandate, conducting systems reviews across various ministries, state corporations, and county governments. These reviews typically examine procurement processes, financial management systems, human resource policies, ICT controls, and governance structures.

In the case of NSSF, the review is expected to have far-reaching implications given the Fund’s critical role in providing social security to millions of Kenyan workers in both the formal and informal sectors. With expanded membership and increased contributions under the reformed NSSF framework, the integrity of its systems is more important than ever.

Good governance experts argue that strengthening internal controls within social protection funds not only curbs corruption but also improves operational efficiency and service delivery. As NSSF embarks on the implementation of the recommendations, stakeholders will be watching closely to see how the Fund translates the findings into concrete reforms.
