TSC Breaks Silence After SRC Rejected New Proposed CPG Reports

The Teachers Service Commission (TSC) has finally responded to widespread reports claiming that the Salaries and Remuneration Commission (SRC) rejected the proposed new Career Progression Guidelines (CPG) for teachers. The reports, which spread rapidly across social media on Monday, caused anxiety among thousands of teachers who have been eagerly awaiting reforms to the current promotion framework.

The controversy arose after a letter purportedly originating from the Salaries and Remuneration Commission began circulating online. The document, dated July 6, 2026, claimed that SRC had reviewed TSC’s proposed Career Progression Guidelines and declined to approve them due to concerns over affordability and the potential financial burden on the government.

According to the viral letter, SRC allegedly concluded that implementing the new Career Progression Guidelines in their current form would impose significant additional financial obligations that could not be sustained within the existing fiscal framework. The document further claimed that TSC had been advised to revise the proposal by taking into account affordability, equity, sustainability, and available fiscal space before resubmitting it for approval.

The circulating letter also stated that the existing Career Progression Guidelines would remain in force until a revised proposal had been submitted and approved.

However, TSC has since dismissed the document as fake.

In its official response, the Commission clarified that the letter circulating on social media did not originate from the relevant authorities and urged teachers and members of the public not to rely on unverified information. The clarification quickly put to rest speculation that the proposed promotion reforms had already been rejected.

The proposed Career Progression Guidelines have attracted significant interest from teachers because they are expected to introduce a more flexible and transparent promotion system. One of the key objectives of the reforms is to provide clearer career pathways for classroom teachers while reducing cases of career stagnation that have affected many educators under the current framework.

For several years, teachers have expressed concerns over the existing Career Progression Guidelines, arguing that promotions have become increasingly difficult due to limited vacancies, lengthy waiting periods, and requirements that many believe disadvantage experienced classroom teachers. Education stakeholders have therefore been keenly following the review process, hoping the proposed reforms will address these long-standing concerns.

If eventually approved, the revised guidelines are expected to simplify the grading structure, create additional opportunities for professional growth, and recognize classroom excellence without necessarily requiring teachers to move into administrative positions before advancing in their careers.

Despite the excitement surrounding the anticipated reforms, no official communication has been issued confirming that SRC has rejected the proposal. Instead, TSC maintains that the widely circulated letter is fabricated and should be ignored.

Teachers are therefore encouraged to rely only on official communication from TSC and SRC regarding any developments on the proposed Career Progression Guidelines. Until the review process is formally concluded and an official decision is announced, the existing Career Progression Guidelines remain in effect.
